Final Environmental Assessment (EA)
On September 4, 2009, the Federal Highway Administration (FHWA) approved the Draft Environmental Assessment for Northern Parkway, from SR 303L to US 60. A public hearing for the project was held on October 14, 2009 at Raymond S Kellis High School in Glendale, AZ. The comments received at the public hearing and during the public comment period are addressed in the Final Environmental Assessment. FHWA issued a finding of no significant impact (FONSI) on May 11, 2010. The FONSI constitutes federal environmental approval in accordance with the State of Arizona Action Plan for Federally Funded Projects.
Alternative 1 – Northern Avenue Alignment, Option 1 (with Two Traffic Signals) as described in Section 3.3.1 in the Final EA is the selected alternative for improvements. Construction of the Alternative 1 improvements for Northern Parkway between Sarival Avenue and US 60 (Grand Avenue) are not expected to create a significant impact on the quality of the human or natural environments. The improvements will provide better regional connectivity, adequately meet increasing travel demand, provide acceptable traffic performance, facilitate a consolidated local drainage system, and provide a transportation facility that responds to local and regional development and transportation plans.
